The original goal was set at a bare minimum to provide basic survival. We now close the survival phase and enter the stabilizing phase. Any additional funds will be used to stabilize the family's environment, particularly to purchase a house if feasible. To the extent that the additional funds are not needed for overall stability and well-being, the next threshold would be to set the family up in a home where they can settle permanently and securely.
